I hit this exact ‘99%’ stall last week; in my case uBlock’s latest update was catching the finalize call — try a quick upload in a Chrome Guest window (no extensions) and if it completes, disable the last updated extension; are you running any blockers or a VPN?
I’ve seen this when a system-wide network filter or VPN is on (AdGuard, Little Snitch, WARP, etc.) — the last 1% gets stuck in customs. Building on @sofia_ben7035, try toggling off any VPN or “Network Content Filter” in System Settings > Network, then retry in the same Chrome profile; if it clears, whitelist those apps’ upload endpoints. Are you running any of those?
